Efforts to eliminate Section 14c of the Fair Labor Standards Act have been on-going since its passage in 1938. This provision allows individuals with disabilities and others to be paid less than minimum wage–frequently resulting in earnings that can range anywhere from $.30 to $2.00.
Debate regarding sheltered workshops who historically have relied on Section 14c to operate has escalated following the 2012 expose on Henry’s Turkey Farm in Iowa.
